This is the Swan Bells tower, named because Perth is right on the Swan river (not the coast). The bells are famous because they were made in the 14th-century in England, and given to Australia to celebrate it being a country for a long time (I think in 1988? It was the Bicentennial I think?). It's one of Perth's biggest landmarks.
