Okupa y Resiste in English means occupy and resist (the word Okupa is intentionally misspelled). This photo shows a landscape of the city of Barcelona from Park Guell (the famous residence complex designed by Gaudi), at the bottom in the right appears the sing of one of the most notorious anarchists groups in Spain. 

I think this can be interpreted as a metaphor of the current mood in Spain and many parts of the world. While we have a beautiful sight hidden in it are some sings of unhappiness and protest. Occupy and resist means to hold to what is yours and fight for it. I think it shows the desire of the catalan people of fighting for their rights and their city. When a city like Barcelona has so many tourist many thing become fake and illusions a sing like this remember that even a big cosmopolitan city has deep social problems.
