Part of the quasi-permanent Aboriginal "Tent Embassy" set up on the lawn in front of the old Parliament House. For years they have been demonstrating for Aboriginal land rights and sovereignty, with some success.

I believe people take turns living in tents set up on the lawn, complete with barbeques and random stuff scattered around. The government won't try to force them out as that would cause a big scandal so they let them be.
