I highly recommend China as a budget travel destination, with the caveat that She is not an easy place for the wheelchair-bound. Most places don't have ramps, many don't even have elevators, and crossing the street would be a perpetual nightmare.
Make sure you bring an able-bodied companion. Try to schedule your bathroom breaks for when you are near an upscale hotel--it doesn't have to be your hotel. You could also hire a tour-guide, explaining your sitch in advance. And then: Come to China!
